Â
INTRODUCTION
Â
The Luxembourg Institute for European and International Studies (LIEIS) is
a forum of academic and intellectual discussions and research, as well as
a platform of training and upgrading for undergraduates and young
professionals from both western and eastern countries.
Â
One of LIEIS’ constant themes of research and debate has been the
European integration process as well as developments in the wider Europe.
The topic has been explored for the last 15 years under the form of summer
schools organized by the Institute in cooperation with the Black Sea
University Foundation, and, later on, with the European Cultural Centre in
Romania.
Â
The 2009 seminar looks at Central and Eastern Europe’s evolution as
compared to that of the EU and the western world, in an attempt to examine
its achievements and failures during the last twenty years, and to look at
future developments.
Â
Â
Â
MAIN TOPICS
Â
A sobering balance sheet
Â
Eastern Europe in 1989 and in 2009: the empirical evidence: tangible
(economic, technological) and intangible factors (political, societal,
mental, cultural)
Â
Expectations, wishes and dreams
Â
The euphoric phase: 1989 - 199...
Â
The promises. The frustrations. The disenchantement.
Â
Achievements: political, economic, social
Â
Failures: why did so much go so wrong ?
Â
The unfinished agenda
Â
The EU as a rescuer. The EU as a spoiler
Â
Comparing developments in Eastern and Western Europe
Â
The evolution of Eastern Europe in a global perspective
Â
The next twenty years: stuttering ahead or taking off at last ?
Â
Â

The environment
The weather at this time of the year is particularly nice and warm at the
seaside. The sun is shining brightly on the wide beach of Vama Veche, and
the water temperature is well above 200 C, inviting to swimming parties.
Besides, the Black Sea shore landscape is delightful, with large orchards
and vineyards. Mangalia, the nearest town, whose ancient name is Callatis,
boasts vestiges from the age of the Hellenic colonization in the 6th
century BC through the times of the Roman, Byzantine and Ottoman rules.
